Adama Science and Technology University (ASTU) convened a successful validation workshop for the research project entitled "Technology Need Assessment and Strategic Roadmap for the ICT, Trade, Transport and Environment sectors of Oromia Regional State" on May 2, 2025, at the Dire International Hotel in Adama, Ethiopia.

Property Administration Executive (PAE)

ASTU PAE works to effectively manage efficient utilization of public property by providing transparent, swift and proper service to the customers.

The executive strives is committed to ensure the purchasre of the right goods of from the right source and delivered to the right work unit or personnel of the university on time as per property administration directives,  rules and regulations.

 Services Provided by Property Administration Executive

  • Preparing a comprehensive property administration plan.
  • Recording, inventorying, and verifying the accuracy of fixed and consumable items acquired through procurement, donation, inheritance, production, or other means.
  • Maintaining inventory records using bin cards, stock cards, and electronic registration systems.
  • Establishing and implementing a system that ensures the segregation of duties within property administration functions for the receiving and issuing of property, registry and controller of property and the warehouse manager.
  • Electronically registering the institution’s fixed assets using Fixed Asset Register cards and User Control Cards.
  • Calculating depreciation for fixed assets using electronic systems within the Fixed Asset Register.
  • Identifying properties that are no longer useful to ASTU and submit recommendations for their disposal to VPAD.
  • Determining reserve prices for assets designated for disposal; prepare electronic bid documents; administer the tendering process; evaluate bids; and submit the results to the Procurement and Property Disposal Endorsement Committee.
  • Ensuring that sold properties are properly handed over to successful bidders.
  • Safeguarding all property-related documents, provide explanations when legally required, and respond to inquiries accordingly.
  • Notifying the federal government body established to conduct central procurement and property disposal regarding properties to be disposed based on the threshold set.
  • Submitting Timely performance report to VPAD regarding the use and management of the assets of ASTU.
  • Conducting Annual Inventory for goods/assets.
  • Tagging/Coding Fixed Goods /Assets.
  • Conducting Annual Stock Inventory
  • Reporting third-party properties discovered during inventory activities to the VPAD for appropriate resolution.
  • Distributing Consumable goods and assets received into the property department to the user in a timely manner.
  • Tracking special fixed-assets by registering them electronically using User Control (UC) registration systems

Procurement Executive

ASTU PE strives to manage public money and property effectively and efficiently by providing transparent, swift and appropriate service to the customers ensuring that goods are procured and utilized economically, fairly, and properly.

It is committed to Purchasing the right goods and services from the right source with the right quantity and quality at the right time, as per Public Procurement rules and regulations.

More specifically, the procurement executive office excutes the following activities.

  • Preparing Annual Procurement Plan for Academic, Administration and Research and Technology Transfer programs by compiling procurement requests from end users and submitting for final endorsement by Procurement Endorsing Committee.
  • Ensuring that Annual Procurement Plans are prepared in accordance with the budget sealing of the University and making the necessary adjustment.
  • Managing Procurement as per Public Procurement and Property Authority’s rules and regulations.
  • Compiling user’s technical specification request /Bill of Quantity and Preparing Standard Bidding Documents for Goods, Services and Works to be procured with for National Competitive Bid, for International Competitive Bid, for Restricted Competitive Bid and for Direct Procurement from single source supplier.
  • Preparing Bid Invitation for Goods, Services and Works to be procured by EGP.
  • Preparing Request for Quotation for Urgent Purchases and approving payments for quotation purchase.
  • Opening, evaluating and providing awards for goods, services and works for all types of bids, administering the necessary documents and transferring bid documents to the Finance Executive for Payment.
  • Forming Ad-hoc committees, ensuring technical evaluation has been conducted by technical persons/end users and submitting bids to Procurement Endorsing Committee for Bid Endorsement.
  • Conducting Marketing Research for Goods, Services and Works and Updating Suppliers List for local/Adama Town/ suppliers.
  • Handling Complaints as per Public Procurement rules and regulations and the University’s Procurement complaint handling procedure.
  • Preparaing Contractual Agreement for Goods, Service and Works.
  • Administering Contractual Agreement for Goods, Services and Works.
  • Ensuring the righteousness of goods through Inspection Committee before the issuance of Good Receiving Voucher (Model 19).

Competency and Human Resource Administration Executive

Human Resource is a whole consisting of inter-related, inter-dependent and interacting physiological, psychological, sociological and ethical components.

In line with its features, human resource is heterogeneous in nature. Accordingly:-

  • It consists of a large number of individuals each having a unique personality, different needs, skills attitudes and values,
  • Each of them has own physical and psychological traits,
  • Most of the problems of an organization are people related problems which arise from the wrong thought that people are alike and thus can be treated identically.

Therefore, in-order to make effective use of its human resource, an organization must recognize and pay attention to personal differences so that each person can maximize his or her potential.

Taking the above facts into consideration competency and Human Resource Administration Executive has been revised its existing and the reengineered new structure, accountable to the Vice President for Administration and Development.

Major Activities

  •  Preparing and implementing short, medium and long-term human resource plans based on university strategic plan.
  •  Preparing monthly, quarterly and annual reports based on its plan and submiting on time to the concerned body.
  • Implementing policies, strategies, laws and directives issued by the Federal Civil Service Commission.
  • Preparing and submitting human resource needs of the institution to respective bodies, implementing and following up upon approval.                                       
  •  Implementing  employees’ placement, promotion, transfer, performance appraisal  and  disciplinary  measures  of  civil servants   in  accordance  with  laws  and  directives.
  • Executing staff regular working hours, overtime work and different leaves as of civil service proclamation 1353/2017.
  • Conducting  training  needs  assessment  of  the  institution’s employees  with  a  view  to  make  employees  training  effective, implement  it upon  approval and supervising  its  implementation;
  • Ensuring  that the  work  place  does not  cause  hazards  to  the  health  and  safety   of  employees  and  proposes  to provide  them  with protective  devices  and materials  and  give  them instructions  on  their  usage.
  • Organizing  human resource  data  management  of  the  institution, collecting  and  organizing statistical  data  regarding  employees  of  the  institution and  disseminating it  to  the  concerned  bodies.
  • Providing consultancy services on Human Resource Administration issues.
  • Developing comprehensive human resources automated information system and ensuring its proper utilization, in consultation with ICT Executive.
  • Handling human resources management tasks such as planning , recruitment, placement, development, promotion, transfer and deployment, in collaboration with with concerned bodie.
  • Ensuring that human resources management related decisions in the University are consistent with pertinent policies and regulations of the University and the laws of the country.
  • Evaluating employee performance and recommend good performers for promotion or other forms of reward, and take corrective measures on least performers to improve their performance.
  • Setting up accessible grievance handling procedures properly.
  • Developing standards and procedures for handling undergraduate and postgraduate education/training requests of employees under the supportive work unit of the University as per the institutional regulations.
  • Planning and studying employee benefit schemes and proposing how best it can be handled, and executeed on approval.
