Background

The Office of Institutional Transformation (OIT) of ASTU is one of the three offices established under the office of Director General for Strategic Managing in the new organizational structure of ASTU since the University is accountable for Ministry of Science and Technology. The Office of Institutional Transformation was established in July 2012 to coordinate the reform process at University level. Previously, this office was amalgamated with Office of Strategic Planning and it was run by one associate dean and a team leader. Under the new structure of ASTU, the office is reformed as a directorate and run by a director and staffed with a team leader, one senior institutional transformation expert, one executive secretary I and messenger.

Major Goals

The major goal of the Office of Institutional Transformation Directorate is to scale up the service standards of ASTU and ensure proper implementation of ASTU’s vision to become the first choice in Ethiopia and a premier centre of excellence in Technology and applied sciences in Africa by 2025.
Major Duties of OIT

In order to speed up the successful institutional transformation of ASTU, the OIT shall accomplish the following major duties:

  • Ensure the proper implementation of change management tools (BSC, BPR, KAIZEN, Educational Development Army) in both academic and administration wings of ASTU;
  • Conduct periodic evaluation of the quality of services delivered by various offices in ASTU;
  • Identify skill gap and offer short term trainings that could improve the performance of the workers;
  • Design and implement award and incentive strategies in a continuous manner and change the work culture of the employees in ASTU;
  • Introduce new working procedures based on the experiences shared from benchmarked best international universities and scale up the service standard in ASTU;
  • Nurture and disseminate best practices within ASTU;
  • Report progresses on the transformation of ASTU and identify challenges that the university need to tackle.

Establishment

Adama Science and Technology University Ethics and Anti-corruption Liaison Directorate is established based on Proclamation No 144/2008 of the Council of Ministers of the Federal Democratic Republic of Ethiopia with overall duty of coordinating ethical issues and advising the president on such matters.

Mission

In cooperation with relevant bodies, to ensure transparency and accountability in ASTU operations by promoting anti-corruption education, preventing corruption and impropriety, and report corruption offences to the President and Federal Ethics and Anti-Corruption Commission.

Functions/Services

  • Raise the awareness of officers and staffs of ASTU on anti corruption policies, anti-corruption laws, regulations and directives, good conduct and harmful effects of corruption;
  • Follow up the observance of anti-corruption policies, anti-corruption laws and rules and procedures of ASTU; and advise the president on their implementation;
  • In cooperation with the appropriate departments prepare and cause the adoption of code of conduct of officers and employees of the university and follow-up its implementation;
  • Initiate and submit research proposals to the Commission and make the president know the same immediately, conduct research on ways of correcting working methods vulnerable to corruption and impropriety on its own or with the cooperation of others and submit recommendations to the president and upon approval, follow-up its implementation;
  • In cooperation with the appropriate departments advise the president on ways of improving the governance and service delivery of the university with a view to making them responsive to the demands of the public; see to it that there is no partiality in service deliveries, and report to the president on any findings of such partiality;
  • Record and report to the Commission and make the president know the same immediately, any incident of corruption it has observed or brought to its attention through whistle blowing, and follow up the status of the case;
  • Advise the president on ways of promoting ethics, strengthening sense of duty and the protection of employees from reprisal measures so as to encourage disclosure of corruption, and follow-up the implementation of same;
  • Receive and verify reports on ethical violations in accordance with the rules and directives of the university and submit to the president for recommendations on further investigation and measures to be taken, and follow-up the implementation of same;
  • Where it believes that the ethical violation is serious or it is found to be serious after investigation, report to the Commission immediately and make the president know the same;
  • Where it believes that rules and procedures are violated with respect to recruitment, promotion, transfer or training of employees, procurement of goods or services or the execution of other contracts, it shall report to the president with its recommendation on the rectification of the irregularities, and follow up the implementation of same;
  • Oversee that no influence is made on employee who exposed corruption and ethics infractions; report to the president with concrete evidence the act of a person who influence or punish or attempt influence or punish such employee, and follow up measures taken against him, where the influence is from the president, it shall report to the Commission the relevant organ of investigation;
  • Follow up measures taken based on its finding or that of external or internal auditors as well as the reports of disciplinary and grievance committees and decisions based thereon, and report the same to the president with copies to the Commission;
  • Maintain list and detail information of the university and its employees who may be regarded as vanguard and exemplary; combating corruption and impropriety, make the president know about the circumstance and submit the same to the Commission when requested;
  • Coordinate activities regarding the promotion of ethics and combating corruption and impropriety in the university;
  • Prepare and submit to the president and the Commission, annual plan program budget for its activities, and implement the same upon approval;
  • Prepare and submit to the president, with copy to the Commission, quarterly and 'annual performance reports including problems encountered and measures taken to overcome them.

Procedure for Getting Services

Whistle blowers can present their whistle blows with written text, post, e-mail, fax, telephone or orally by physical presentation in our office. Additionally they present their whistle blows and complains in suggestion boxes arranged for this purposes.

 

As it is known the Government of Federal Democratic Republic of Ethiopia has been allocated huge amount of budget for universities’ to ascertain the countries development through education that supported by science and technology with some specific center of excellencies. Having this, the internal audit service directorate has a great responsibility to support and ensure existence of proper handling and utilization of public resources in the university.
To do the aforementioned activities ASD together with the university community expected to:-
o    Ensure execution of approved budget in contrast with the intended purpose of the university
o    Ensure the application of contemporary internal audit system in the university and its parts
o    Provide advisory and consultation service for management and working units
o    make sure the existence of economic, efficient and effective utilization of resources (Property, Financial and Human) in the university
o    Assure whether activities that carried out in the university comply with government rules, regulations and directives or not
Mission
The mission of ASD is to realize and assure economic, efficient and effective utilization of government resources through the provision of quality audit to support the industrial and socio-economic development of the nation and ASTU as well.

The vision of internal audit is to support the core issue that to make ASTU to be the first choice as one of the recognized premier center of excellence in applied science and Technology in Africa by 2025.

Overview
The Ethiopian Higher education proclamation recommends that every institution shall have a reliable internal system for quality enhancement that shall be continuously improved”.  Concerning the focus of the internal quality enhancement system, the   proclamation states that every institutions should provide a clear and comprehensive measures of quality covering professional development of academic staff, course contents, teaching-learning processes, student evaluation, assessment and grading systems, which shall also include student evaluation of course contents together with the methods and systems of delivery, assessment, examinations and grading.  In line with this national legal framework and institutional context, ASTU has instituted an internal quality assurance system called Academic Standard and Quality Assurance Directorate.
ASQAD is an internal quality assurance organ of ASTU, which is directly accountable to the president of the University. It has the responsibility of supporting and monitoring the quality of inputs, processes and outputs of the different wings of the University   with special emphasis on how they are accomplishing their activities against their plan and the already set working standards aiming at ensuring academic quality and relevance in the University.
ASQAD coordinates all the quality assurance activities in each school. To this end, the directorate has two officers and secretary. The office also has different quality related committees both at school and department levels.  The directorate is mandated to oversee every activity relevant to enhance the quality education, research, training, community development, and other services of the university so as to contribute its share for the achievement of the vision and mission of ASTU.

Mission
ASQAD mission is to improve the quality of science and engineering education, research and technology transfer by coordinating various schools, institutions and all the members of ASTU community. ASQAD believed that quality of education and research in ASTU can be attained through common efforts and positive attitudes towards quality. Hence the directorate shall workman in hand with all schools, institutes, directorates and other stakeholders to reduce academic nepotism, create link between university and industry and other economic sectors.
Vision
ASQAD vision is to make ASTU as excellent center for quality science and Engineering University in which ethical and competent graduates are produced, conduct problem solving research and community services in 2025.
Objectives
•    Assess the quality and relevance of academic programs at all levels.
•    Initiate and coordinate the quality and relevance review of all programs.
•    Ensure the existence of quality assurance strategies across schools.
•    plan and design procedures of quality assurance review of curriculum across schools
•    Provide leadership and exerts in the development and maintenance of an effective quality assurance model in science and engineering education in ASTU.
•    Running the internal and external audit system in ASTU
•    Facilitate staff development workshops regarding academic quality assurance to the university academic staffs.
•    Carryout education quality competitions and establish rewarding systems on regular basis for academic units, programs and instructors.
•    Prepare and submit regular activities plans and performances reports of activities of the directorate.
•    Conduct tracer study of the graduates on the regular basis.

 

Office of Academic Affairs

Adama Science and Technology University, ASTU, is one of the two science and technology universities established to support the industrial development of the nation by producing competent and leading graduates in science and technology fields. The university is working aggressively to produce qualified, competent, and socially responsible professionals in the fields of science and technology through promoting research oriented science and technology education. The academic wing has taken the leading role to ensure quality education which helps to realize the goals and ultimately the mission of ASTU.  The academic affairs office was established under the Vice President for Academic Affairs (VPA) to lead all academic and academic-related matters of the university.

Main Activities

  • Coordinate educational plan and its operation in all Schools
  • Supervise all matters related to the revision and maintenance of curriculum in all Schools in accordance with the relevant rules and regulation of the university,
  • Supervise the implementation of quality assurance measures in academic activities,
  • Coordinate and monitor the delivery of intra-School programs and courses,
  • Develop the course catalogue and periodically updates the catalogue following curriculum revisions,
  • Administer all aspects of academic activities of academic staff including cost budgeting,
  • Follow up, supervise and ensure that the academic staff recruitment is in accordance with rule and regulations of the university,
  • Supervise, control and direct human resource management Program’s of the academic staff.
  • In cooperation with Schools, assess the overall academic man power requirement of the university,
  • Handle scholarship matters of the academic staff in accordance with the existing rules and regulation,
  • Facilitate the development of criteria and guidelines about the administration of academic staff scholarship and ensures its implementation,
  • Maintain all needed information and statistics regarding academic affairs
  • Supporting the development of our academic staff by providing them with the environment, resources, technology and time to be able to develop and innovate as a teacher
