Adama Science and Technology University (ASTU) convened a successful validation workshop for the research project entitled "Technology Need Assessment and Strategic Roadmap for the ICT, Trade, Transport and Environment sectors of Oromia Regional State" on May 2, 2025, at the Dire International Hotel in Adama, Ethiopia.

Whereas the broader task of the Strategic Affairs Executive Office (SAEO) of ASTU is providing high-level and expertise support and strategic guidance to the university's leadership in achieving the vision and mission of the Institution, the following are pertinent duties and responsibilities of the Office:

  • Developing long-term strategic plans that align with the University’s missions and vision
  • Facilitating strategic discussions, monitoring and reporting with higher officials and with other related offices
  • Overseeing all the organization's reviews, communicating findings to management, and developing strategies based on reviews
  • Coordinating preparation and revision of strategic plan and operational plans
  • Monitoring and evaluating program budget implementation on the basis of planned programs, projects and major activities of the University;
  • Monitoring and evaluating Plan performance reports offices.
  • Preparing and consolidating monthly, quarterly and annual physical performance reports and program budget utilization
  • Mobilizing and analysing data, and preparing technical reports/documents.
  • Providing feedback for colleges and directorates or executives regarding plans and performance reports
  • Directing and coordinating the sector's projects management and fund raising activities
  • Conducting continuous follow up and providing support to ensure sustainable and successful collaboration with partners and to generate funds for implementation of the Sectors objectives

Public and International Relations Executive (PIRE)

As part of its mandate, the Public and International Relations Executive (PIRE) at our university serves as the gateway through which the institution builds and maintains relationships with a wide range of local and international stakeholders. These include students, families, alumni, governmental and non-governmental organizations, educational and research institutions, technical and financial organizations, industries, and private sector partners—domestic and international—interested in collaborating in the fields of applied sciences and engineering technologies.

To effectively engage with these stakeholders, PIRE is dedicated to developing comprehensive communication strategies and promoting awareness of the university’s vision, mission, and core values. The office also plays a vital role in shaping the public image of ASTU by highlighting its unique features, academic programs, research focus areas, community outreach initiatives, and institutional achievements.

To accomplish these goals, PIRE works closely with the university’s administration, colleges, offices, staff, and students.

Communication Platforms

PIRE utilizes various communication channels, including institutional social media platforms such as the Official Website, Facebook, Telegram, LinkedIn, YouTube, and others. Additionally, it employs print media such as brochures, monthly newsletters, annual booklets, and scientific journals. The office also collaborates with local and international mainstream media to broadcast the university’s major events, research outputs, and innovations to broader audiences.

Furthermore, PIRE provides strategic support and consultation to the University Managing Council and the President in matters related to public and international relations.

General Objective of PIRE

  • To establish effective and seamless public and international relations and provide timely, accurate information that supports ASTU’s mission to become a center of excellence in science and technology.

Specific Objectives

  • To develop and implement communication strategies;
  • To establish and maintain strong relationships with local and international stakeholders;
  • To strengthen collaborations at both local and international levels;
  • To promote the university’s reputation by showcasing academic excellence, research outputs, and community engagement;
  • To provide accurate and up-to-date information about the university.

What We Do

  • Manage both internal and external communications for ASTU and build networks with local and international universities and relevant partners;
  • Provide general information about the university’s services, including teaching, research, community engagement, and administrative procedures;
  • Collect, address, and respond to feedback, suggestions, comments, and complaints from stakeholders;
  • Publish and distribute promotional materials such as brochures, newsletters, and booklets;
  • Publish and distribute brand materials;
  • Regularly update content on the university’s official platforms;
  • Facilitate customs clearance for donations received from foreign countries;
  • Assist expatriate staff with visa and residence permit processing;
  • Organize and coordinate local and international conferences, seminars, and workshops, and manage related media engagements.

  • Handles crises management

Office of Vice President for Research and Technology Transfer

The Vice President for Research and Technology Transfer, at the Adama Science and Technology University plays a pivotal and transformative role, acting as strategic leader for the achievement of mission and vision set under research, technology transfer, consultancy, and community service of the university. This office is mainly responsible for leading the planning and administration of the research, technology transfer, consultancy, and community service projects. At the same time, the role requires the development of, and the leadership of a beneficial partnership with, industries and the broader communities, ensuring the specific resources of the university addresses the local challenges of industry and the communities. This role reports to the university president and coordinates directorates under the vice president office. The main strategic focus is prioritizing quality research, technology dissemination for national progress, and collaborations with industry, government, and communities. The role promotes evidence-based innovation and ensures alignment with Ethiopia's higher education goals under proclamations like 1152/2019.

Core Responsibilities include:

  • Exercising the powers and duties provided in Council of Ministers’ regulation No 210/2011, in addition to those entrusted to him under the Higher Education Proclamation.
  • Carrying out such other activities which may be specifically entrusted to him by the Board, the President, or the Senate.
  • Proposing the organizational structure of his office subject to approval by the President.
  • Planning, coordinating, and supervising research projects, technology transfer, university-industry linkages, and community engagement.
  • Administering finances for research, collecting performance reports from units, and ensuring research addresses community and national needs.​
  • Identifying capacity-building needs, prepare budgets, and supervise daily research team activities while maintaining records of impactful outputs.​
  • Managing directorates such as Research and Centre of Excellences, University-Industry Linkage and Technology Transfer, and Community Engagement.
  • Organizing international and national symposiums, seminars, and partnerships to foster a research culture. This structure supports multi-disciplinary efforts, innovation, and STEM activities.

Vice President for Administration and Development

Office of Vice president for Administration and Development (VPAD) of ASTU works to support the main mission of the University; i.e. learning and teaching process, research activities, community services, and technology transfer.

There are nine offices accountable for Vice president for Administration and Development, their own duties and responsibility.

These offices are:-

  1. Students’ services Dean,
  2. Competency and Human Recourse Administration Executive,
  3. Procurement Executive,
  4. Finance  Executive,
  5. Property Administration Executive,
  6. Engineering and maintenance service Executive,
  7. General Service Executive,
  8. Garage, Vehicles maintenance, and transport service Executive and
  9. Peace and Security Service Executive.

Major Activities

Strategic leadership and operational oversight of core support services to ensure efficient, effective, and sustainable University operations in support of the Uiversity mission;

  •  Managing program budgets;
  •  Coordinating and supervising the activities of  all Executives under VPAD;
  •  Ensuring Administrative staff development, and compliance with policies, providing administrative support for academic and non-academic functions;
  • Implement salary, different types of allowances & incentives issued by Federal Public Service Commission;
  • Ensuring the  Implementation of policies, strategies, laws and directives issued from Civil Service Commission;
  • Ensuring the Preparation of Annual Procurement Plan of the University;
  • Forming different Ad-hoc committees for bid technical evaluation;
  • Handling Complaints as per Public Procurement rules and regulations and Property Administration complaint handling procedure;
  • Signing of Contractual Agreement for Goods, Service and Works;
  • Ensuring the implementation of Annual Inventory for goods/assets;
  • Notifying the federal government body to conduct central procurement and property disposal regarding properties to be disposed based on the threshold;
  • Ensuring the provision of the university’s transportation service & vehicles maintenance;
  • Ensuring the appropriate provision of  student  services;
  • Ensuring the appropriate provision of  facility service for all  university community;
  • Ensuring the appropriate provision of Finance service for all concerned body and university community;
  • Ensuring Peace and Security of University community.
